Under Awaab’s Law, a housing provider’s ability to demonstrate a managed, evidence-based response to damp and mould does not begin with remediation. It begins with the survey: the structured assessment that establishes what is present, what may be contributing to it and what needs to happen next.

A Dampsafe damp and mould compliance survey is not simply a visual inspection with a checklist attached. It is a structured assessment carried out by an ABBE Level 3 qualified damp and mould surveyor, producing clear findings and practical recommendations that help housing providers decide what action is required.

A landlord may already have inspected the property or arranged removal of visible mould. An independent Dampsafe survey adds a structured and impartial record of the conditions observed, likely contributing factors, resident or property risks and the action recommended. This helps separate the immediate visible problem from the evidence needed to manage recurrence and follow-on works.

What the Survey Assesses

Every Dampsafe compliance survey considers the environmental conditions, visible defects and contributing factors relevant to damp and mould risk. The assessment may include:

    • Surface moisture readings and relevant environmental measurements

    • Ventilation provision and visible indicators of its effectiveness

    • The location and extent of visible mould

    • Condensation indicators, cold surfaces and potential thermal bridging

    • Visible defects that may contribute to moisture ingress or retention

    • Heating, ventilation and property-use factors relevant to the conditions observed

    • Resident vulnerabilities or circumstances relevant to risk and urgency

    • Areas requiring remediation, repair or further specialist investigation

Where the findings indicate possible penetrating damp, rising damp, water ingress, ventilation failure, thermal defects or structural concerns, these are recorded clearly. Where the cause cannot be confirmed through a non-intrusive inspection, the report identifies the further investigation or specialist input required.

Condensation, Ventilation & Moisture

Condensation can be a significant contributor to damp and mould, but it should not automatically be assumed to be the cause.

Where condensation, ventilation performance or excess moisture may be contributing to the conditions within a home, Dampsafe considers these alongside other potential causes, including building defects and moisture ingress.

ABBE Level 3 Qualified Surveying

Dampsafe damp and mould compliance surveys are completed by an appropriately qualified surveyor,
including surveyors holding the ABBE Level 3 Award in Damp, Mould and Condensation in Buildings.

This specialist qualification supports a structured understanding of moisture, ventilation, condensation
and building-related factors. It also helps ensure that the resulting report provides clear evidence,
reasoned findings and practical recommendations.

Where a remediation operative records conditions during a treatment visit, this does not automatically constitute a full damp and mould compliance survey. A full survey is instructed and reported as a separate professional assessment unless the agreed scope expressly combines both services.

The Report

Every Dampsafe compliance survey produces a structured written report setting out the conditions observed, the evidence recorded and the recommended next steps.

    • A room-by-room record of the damp, mould and condensation conditions observed

    • Relevant moisture readings and environmental observations

    • Likely contributing factors and possible causes

    • An assessment of risk, extent and recommended priority

    • Dated, room-specific photographic evidence captured during the inspection

    • Recommendations for remediation, repair, monitoring or further investigation

    • Clear identification of issues requiring specialist referral

    • A consistent reporting format suitable for case management and portfolio review

Reports are written for practical use by housing managers, surveyors, compliance teams and other decision-makers. They provide a clear record of the inspection without presenting observations as confirmed diagnoses where further investigation is required.

Where treatment is required, Dampsafe can also provide documented damp and mould remediation in occupied homes.

Supporting Awaab’s Law timescales

Under Awaab’s Law, social landlords must investigate a potential significant damp and mould hazard within 10 working days of becoming aware of it.

Where the investigation confirms a significant hazard, the landlord must normally provide the resident with a written summary within three working days and complete relevant safety works within five working days of the investigation concluding. The landlord must also begin, or take steps to begin, any necessary supplementary preventative works within the applicable period.

Potential emergency hazards must be investigated within 24 hours. Where an emergency hazard is confirmed, relevant safety works must also be completed and the property made safe within 24 hours.

Responsibility for classifying the hazard, communicating with the resident and complying with the statutory timescales remains with the social landlord. Dampsafe provides the practical surveying, remediation and reporting evidence needed to support that response.

Every survey takes place in someone’s home, sometimes where children, older people, disabled residents or people with health concerns are present.

Dampsafe surveyors communicate clearly, explain the purpose and limits of the inspection and work respectfully around the resident and their belongings. Relevant access needs, vulnerabilities and resident observations can be recorded where these form part of the instruction.

Female surveyors or operatives can be provided where this supports resident comfort and availability allows. Dampsafe personnel are trained for their roles, with safeguarding and occupied-home conduct incorporated into the company’s working procedures.

This is more accurate than promising that female surveyors are “routinely deployed” or that every person has the same checks regardless of role and contract
